Charles Ruetsch, Ph.D. President & Chief Scientific Officer
As scientific director of Health Analytics, Charles Ruetsch, Ph.D. brings together the disciplines of health science and health care business toward the goal of cost-effective health care innovation for his clients.
Talk to Charley and you will find a no-nonsense executive with a rare combination of business savvy and scientific know-how. Throughout his health care career, Charley came to learn the cardinal lesson that without a relevant value proposition, scientific breakthroughs languish in research journals. Experience has taught him to think like a leader and speak like an equal – framing issues from a decision-making perspective while relying on his scientific training to honor research integrity.
His Expertise
Charley gained 15 years’ experience in managed care and post-market pharmaceutical outcomes, specializing in quality improvement metrics before founding Health Analytics. A clinical research psychologist by training, he brings a broad range of scientific expertise to Health Analytics, including:
- behavior change technology,
- program evaluation,
- study design,
- statistical analysis, and
- application of research findings.
Charley has created provider and consumer health educational interventions including tools to improve treatment compliance. Similarly, his work in disease management includes an emphasis on influencing provider and patient behavior to improve clinical outcomes. He has developed several physician Continuing Medical Education courses in diverse diseases areas that incorporate sophisticated educational approaches.
His Background
Prior to Health Analytics, Dr. Ruetsch worked for a private psychiatric hospital as a research statistician, a mental health outcomes tracking firm as director of data analysis, a contract research organization as senior scientist, and managed behavioral health and pharmacy benefit management companies all in the capacity of outcomes research, health improvement intervention development, and program evaluation.
Dr. Ruetsch received both a master’s degree and doctorate in psychology from Rutgers, the State University of New Jersey.
His research appears in journals and books such as Multivariate Behavioral Research, American Journal on Addictions, Journal of Research on Adolescence, Journal of Nervous & Mental Disease, Alcoholism: Clinical and Experimental Research, and Psychopharmacology Bulletin.

Kathleen
Norton, M.B.A. Director of Operations & Business Liaison
As
operations director for Health Analytics, Kathleen Norton is
responsible for ensuring the successful and timely completion
of client projects. With more than 20 years’ experience as a
business manager, Kathy is adept at supervising multi-faceted
client projects with a commitment to high-level customer
service and problem solving. Kathy also uses her business
acumen to oversee the company’s fiscal management and to
direct the company’s day-to-day operations.
Kathy served as assistant vice president for underwriting at
Medical Mutual, where she worked for more than a dozen years.
Prior to this experience, she spent nearly 10 years with IBM
delivering technical sales support. During her time at IBM,
she earned a master’s degree in business administration from
George Washington University. She has been with Health
Analytics since January 2007. Back to

Christine Schoenberger, M.H.S.
Director of Marketing & Health
Communications Science
As
director of marketing and health communications science at
Health Analytics, Christine Schoenberger combines her health
science training and knowledge of the health care delivery
system to deliver and manage client projects. She also directs
the company’s sales and marketing efforts. Christine has more
than ten years of experience in health science research,
communications, and health promotion. She held several positions
in managed care developing communications strategies and related
sales support and business development activities.
Her
research interests include understanding how health science
information is used or not used by policy makers, program
administrators, and other decision makers in delivering health
programs and services to vulnerable populations.
Christine earned a Master’s in Health Science from the Johns
Hopkins School of Public Health in Baltimore where she studied
health communications. As part of her degree program, she
completed an internship at the Baltimore County Department of
Aging developing outcome measures. Back

Emmanuel Holder, Project Manager
As
project manager for Health Analytics, Emmanuel Holder is
responsible for ensuring the successful and timely completion of
client projects. With more than 15 years’ experience as a
business manager, Emmanuel is adept at supervising multi-faceted
client projects with a commitment to high-level customer service
and problem solving. Emmanuel also uses his communications
acumen to ensure that the company’s deliverables meet the needs
of our client’s business leaders.
Emmanuel served in various positions within healthcare
research and business communications including Production
Manager for MedTap International, and liaison for Abbot
Pharmaceuticals. He has worked with Health Analytics since
